    The U.S. Equal Employment Opportunity Commission (EEOC) is currently recruiting for a senior executive to head up the Office of Research, Information and Planning (Washington DC).  The EEOC is a bi-partisan Commission whose mission is to enforce the laws prohibiting employment discrimination and promote equal opportunity in the workplace. The Chair is the head of the agency. ORIP aids the Commission in its efforts to achieve its mission and plan its goals and objectives strategically by researching, collecting and analyzing relevant information; reviewing and analyzing organizational activities; and recommending approaches and procedures to improve operations by ensuring data-driven decision-making. ORIP also supports efforts to enhance agency and employee cooperation, determines the employment information necessary for the Commission to plan and perform its functions; provides resource, technical, analytic and research support to the Commission and to the public, promotes effectiveness and efficiency; and seeks to improve Agency performance and credibility through enhanced management and organizational approaches to performance measurement, performance improvement, the work environment work processes, and re-engineering. The incumbent of this position serves as the Chief Data Officer/ORIP Director. 

    Duties

    As the Chief Data Officer, the incumbent ensures that enterprise data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of the agency. The CDO has a wide variety of responsibilities, including: (1) operationalizing the Agency's mission and vision and ensuring data-driven decision-making, (2) collaborating with the Office of Field Programs Director, the Office of Federal Operations Director, Chief Information Officer, Office of General Counsel and Office of Legal Counsel; (3) reforming and modernizing data management, collection and sharing; and (4) developing data that is needed by the field for enforcement of laws; (5) developing data that is needed for internal assessment of organization functions, especially for efficiency purposes; and (6) developing data that is needed regarding employment trends, and made available for outside research, subject to confidentiality restrictions.

    The incumbent provides the full range of administrative and technical supervision to its four divisions: the Program Research and Surveys Division, the Program Planning and Analysis Division, the Strategic Planning and Management Controls Division, and the Library and Information Services Division and to the immediate Office of the Director. Additionally, the incumbent:

    ---serves as a principal advisor in the areas of performance and program planning; development of procedures and reporting for survey systems, data dissemination and the conduct of in-depth analytical studies and research reports based on survey and census data, charge processing information, and other informational sources dealing with economic and social science issues relevant to the Commission's mission;

    ---directs the determination of statistical information required by the Commission in planning and carrying out its functions.  Manages the design, conduct and analysis of surveys of employment and industrial data and social indices.  Manages the issuance of recurring employment research reports covering each major employment sector resulting from the use of statistical techniques and methods to determine meaningful relationships in, or to measure the significance of quantified employment information;

    ---provides expert analytical services, including training to field offices conducting systemic investigations and serves as a statistical research source for other areas of the EEOC;

    ---directs the conduct of comprehensive analyses of administrative (pre-litigation) enforcement (including Systemic) and Fair Employment Practice Agency (FEPA) data which include at minimum annual, quarterly and monthly reports to the Chair and Program Offices on the status of enforcement activity nationwide;

    ---provides oversight on the development and maintenance of Commission's data management and analysis systems to ensure the reliability and validity of data and information disseminated to the public. Directs the identification of trends in the broad area of equal employment opportunity and in the Commission's administrative enforcement programs;

    ---directs and coordinates with other Commission offices and the field the provision of long and short-range planning systems from which Commission decisions are made regarding operational plans, goals, resources, staffing determinations, and work load distribution which may be made on a national and office specific basis;

    ---responsible for ensuring the implementation of multi-year resource and services allocation strategies, and long-range planning and development activities to ensure optimum efficiency and cost-effectiveness in the accomplishment of internal office and the Agency 's mission;

    ---directs the preparation of data reports for Commission staff. Manages the design and implementation of program and organizational effectiveness studies and evidenced based program and processed based evaluations to facilitate system-wide improvements in headquarters and field offices;

    ---advises the Chair on agency implementation of risk and management controls (internal controls) directed towards ensuring the absence and/or elimination of fraud, waste and/or abuse within the Commission;

    ---advises the Chair on the development and implementation of the Agency's strategic planning and management program, including coordination with other Commission offices to develop and execute effective and results oriented long and short range strategic goals, objectives and activities;

    ---advises the Chair on Open Government Initiatives that promote government transparency and accountability, participation and collaboration among government officials and with the public; and

    ---directs the Agency's Online Computer Research Services Program which include such services as Westlaw, Lexis, Dun & Bradstreet, BNA's Labor & Employment Law Resource Center, the Daily Labor Report, Courtlink, cyberFEDS, AtoZdatabases, Accurint, etc.

    Position Description

    The Office of Inspector General (OIG) of the Federal Reserve Board (Board) and Consumer Financial Protection Bureau (CFPB) conducts audits and evaluations of the Board and CFPB's programs and operations to assess and promote economy, efficiency, and effectiveness in these programs and operations, while helping to prevent and detect fraud, waste, and abuse. The Graphic Design Intern will help audit and evaluation teams translate their data and information into powerful visuals and drive communication in both reports and other division messaging channels (website landing pages, social media platforms, etc.). The Graphic Design Intern will also help design and publish content for a variety of other external products (special publications, outreach materials, etc.) and internal communications (digital signage, intranet products, etc.). In all work, the Graphic Design Intern will help ensure that designs follow and extend our branding guidelines. 

    Position Requirements

    • Fall 2017 Intern
    • Strong oral and written communication skills
    • Excellent visual stylistic sense (balance, tone, placement). Infographics and data visualization skills, including the ability to translate complex data and technical text into informative, easy-to-understand visuals (graphics, charts, etc.) and infographics. 
    • Graphic design experience, in both digital and print media, and excellent software skills with InDesign, Photoshop, Illustrator, Acrobat, etc.
    • Animation, and web design skills a plus
    • Ability to work independently in a deadline-sensitive environment
    • Preferred major in graphic design, art, branding, or related fields, as either a graduate or undergraduate student. 
    • Portfolio and two letters of recommendation required.
