Selina Lee Volunteer of the Year Award

The following is a transcript of the President's remarks on the inaugural Selina Lee Volunteer of the Year award. Ms. Julie Kelly was presented the award at the FAPAC 40th Anniversary Gala on August 23, 2025 at the Falls Church Marriott Fairview Park. 

As President, I have the distinct honor to give special recognition to individuals who have made a significant contribution to FAPAC. I’m pleased to announce the establishment of the FAPAC Volunteer of the Year Award which will be named in honor of our late FAPAC member Selina Lee who passed two years ago this month from a hard fought battle with cancer.

Selina had a 35-year career in public service, starting as a GS-05 and retiring as a senior EEO Manager. Her experience included posts at DOD, VA, USDA, Education and she won numerous awards for leading EEO initiatives.

Selina became a FAPAC member in 1989. She served as conference chair, pioneered the FAPAC Career Development Mentoring Program, established the Leadership Shadowing Program, advised FAPAC presidents on operations and processes, and mentored many members along the way.

She fiercely loved her family and involved them in her accomplishments and volunteer service. Her sons Darrick and Jon are evidence of Selina’s legacy. Darrick and Jon have been quietly supporting FAPAC from behind the scenes since they were teens. They are a family of do-ers - people who work hard in service to their community, extremely humble, and they make things happen for the betterment of FAPAC. I truly appreciate the sacrifice and dedication of the Lee family and I’d like to invite Selina’s sons, Darrick and Jonathan, to present this award with me.

Selina and her family have personally inspired me and it’s my highest honor to award the first-ever “Selina Lee Volunteer of the Year” to someone who truly exemplifies Selina’s dedication to her family and FAPAC to Ms. Julie Kelly.

Julie began volunteering with FAPAC in 2016. She is the President of Concerted Solutions and has offered her expertise as a human resource, project management, and conference planning professional. Julie is the mastermind behind tonight’s celebration and many of the conferences you might have previously attended. Her service has been invaluable this year with so many changes and uncertainty in the federal workforce and we truly could not have done this without Julie. Congratulations, Julie!
