Eligibility Requirements:An individual who meets the following may apply for the DHA Recent Graduate Program: Was awarded a degree by an institution of higher education not more than two years before the date of the appointment of such person, except that in the case of a person who has completed a period of obligated service in a uniform service of more than four years.
Qualifications Requirements: Completion of Bachelor's degree (or higher degree) from an accredited educational institution (of any study) and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) In addition to this requirement, you must also meet ONE of the following:
Specialized Experience required for GS-07: One year of specialized experience which includes Assisting with preparing bid proposals for contractors; Assisting with preparing recommendations for awarding contracts and/or subcontracts; Assisting in preparation of solicitation documents; Assisting with analyzing contractor's operation to ensure within command's rules and regulations; Assessing procurement documents for compliance with contractor's purchases prior to approval; Assisting in negotiating terms of purchase orders through price analysis. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05), OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business., OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/), OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Responsibilities/Duties:As a Recent Graduate Intern, you will be assigned to a senior specialist or group of specialists. You will be assigned tasks designed to familiarize you with different aspects of the occupation. Tasks will vary depending on the senior specialist's current workload, but may include the following:
As a Contract Specialist, you will be responsible for the following: Theses duties are describe at the full performance level GS-11. The GS-07 is developmental leading to the full performance.
Develops advance procurement plans for the future fiscal years in coordination with the requiring elements. Monitors and provides input to the automated management systems to reflect the current status of procurement plans.
Reviews, analyzes, coordinates, and provides determinations on production management functions from the point of pre-award survey to delivery of hardware and closeout of contracts. Reviews all approved procurement, production, delivery program objectives and program changes. Participates in pre-award surveys to determine contractor's capability to meet total production requirements and assure timely delivery of material. Determines and initiates action to alleviate actual or potential problems. Recommends Alternative contract actions when technical redirection is required.
Formulates negotiation objectives and negotiates contracts for hardware or services on one or more components of subsystems of the Army's missile and aviation systems. Selects type of contract which is best for the particular procurement. Prepares Findings and Determinations of Facts and negotiates Claim Settlements and Terminations. Planning procurement actions with technical, legal, and contract pricing personnel.
Prepares designated price and cost-analysis in accordance with current command regulations and policies. Verifies the contractor's rates through either the Defense Contract Audit Agency (DCAA) or available records of previous purchases. Incorporates the recommendations of the technical personnel as related to man-hours, materials, facilities, etc., into pricing/cost analysis. Establishes a profit objective utilizing such techniques as the weighted guidelines method. Performs a comparative analysis of the contractor's proposals.

This is a Career Program (CP) 14 position
This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet the positions requirements for certification at Level II within 24 months of entrance on duty.
This position requires you to sign a Pathways Program Participant Agreement.
